These three agencies are pivotal in regulating land use, approving development, and managing civic infrastructure in different zones of Bengaluru and its metropolitan region. Let’s break them down.


πŸ› BBMP – Bruhat Bengaluru Mahanagara Palike

Role: Civic administration and infrastructure management
Jurisdiction: Core Bengaluru Urban area

The BBMP is the municipal corporation that governs Greater Bengaluru, and it is the fourth-largest municipal body in India, after those in Delhi, Mumbai, and Chennai.

Key Responsibilities:

  • Maintenance of roads, footpaths, drainage, street lighting, parks

  • Garbage collection and solid waste management

  • Collection of property tax

  • Issuance of Khata certificates (proof of property ownership)

  • Implementation of building bye-laws based on BDA/BMRDA-approved layouts

The BBMP is divided into eight administrative zones for efficient governance and often works in coordination with the BDA, BMRDA, and state government task forces like ABIDe (Agenda for Bengaluru Infrastructure Development).

Role: Urban planning, zoning, and infrastructure development in Bengaluru city
Jurisdiction: Bengaluru Urban district

Established in 1976, the BDA is the primary agency responsible for zoning, planning, and regulating land use in Bengaluru. It operates under the Government of Karnataka.

Key Functions:

  • Preparation and enforcement of Master Plans for Bengaluru (e.g., RMP 2031)

  • Approval of residential and commercial layout plans

  • Allocation of plots and flats, especially for EWS and LIG categories

  • Issuance of No Objection Certificates (NOCs) for development and land acquisition

  • Maintenance and restoration of lakes, parks, and public infrastructure

Since it is the largest land developer in the city, BDA approval is critical for any project within its jurisdiction. Without BDA’s sanction, you may face legal and financial challenges.


🌐 BMRDA – Bengaluru Metropolitan Region Development Authority

Role: Regional planning and urban development beyond city limits
Jurisdiction: Entire Bengaluru Metropolitan Region, including Bengaluru Rural, Ramanagara, and surrounding areas

The BMRDA is an autonomous regional body created to manage the planned development of areas outside BBMP/BDA limits, especially with Bengaluru’s rapid suburban expansion.

Responsibilities:

  • Strategic planning of the Bengaluru Metropolitan Region (BMR)

  • Approval of layouts in outlying areas not covered by BDA

  • Coordination between local planning authorities (LPAs) like:

    • Anekal Planning Authority

    • Hoskote Planning Authority

    • Kanakapura and Nelamangala Planning Authorities

The Chief Minister of Karnataka serves as the chairperson of BMRDA, making it a high-level policy and coordination body for regional development.
